Boise, ID – February 4, 2013 – Continuing to find ways of providing unparalleled service to current and future clients, McMillen, LLC announces the completion of its acquisition of Long View Associates, Inc. as of January 1, 2013. The Long View acquisition complements McMillen’s highly technical environmental, engineering, and construction firm by providing in-house licensing and regulatory services.

Through long-term experience of working together on a variety of projects and McMillen’s reputation in the industry, Long View’s owner Steve Padula believed McMillen to have a similar approach to success as his own. With McMillen’s business philosophy founded on the principles of integrity, high-quality work, and commitment to employees, it seemed a natural fit.

“We have always believed it’s not about getting bigger, but about challenging ourselves to increase our technical proficiency while continuing to put clients first,” explains Mara McMillen. “We can now offer licensing capabilities with a group of people we highly respect and who believe in the same company philosophy as ourselves.”

Collectively, Long View has more than 60 years of technical expertise in Federal Energy Regulatory Commission (FERC) licensing, relicensing, and compliance. Concentrated in hydroelectric project consulting, they help license applicants design and implement licensing processes through strategic planning, process design, consultation support, project management, and document preparations—all of which are tailored to the unique needs of the client’s project.

McMillen serves the hydroelectric, dam, and environmental restoration industries with a staff of industry leaders in regulatory, environmental, engineering, and construction services. This woman-owned 8(a) business has projects located throughout the Western United States, Canada, and Central America and offers clients the senior capabilities of a national firm with the flexibility of a highly focused small firm.

The integration of Long View’s staff brings licensing and relicensing strengths allowing McMillen to be uniquely positioned to provide services throughout the entire lifecycle of a project—making them more competitive in the market and provide even greater value to their clients.

###

McMillen was founded with the purpose of providing environmental and natural resources, engineering and construction services. From our roots in the water resources and fisheries markets, we have expanded to serve the hydropower, transportation, environmental, hydraulic and hydrology, and water-resource markets. Our in-house design and in-house construction capabilities are supported by a staff of over 120 employees based in the following office locations: Boise, Idaho; Portland, Oregon; Seattle, Vancouver, and Bellingham, Washington; Wasilla, Alaska; and Kelowna, BC, Canada.
The Bureau of Reclamation today awarded a $10.75 million contract for construction of a pipeline to implement a landmark American Indian water rights settlement for two tribes in western New Mexico.

The Bureau of Reclamation today awarded a $10.75 million contract for construction of a pipeline to implement a landmark American Indian water rights settlement for two tribes in western New Mexico.

Interior Secretary Ken Salazar said McMillen LLC of Boise, Idaho, would build the Navajo-Gallup Water Supply Project — one of 14 high-priority infrastructure projects identified by the Obama administration to benefit from an expedited permitting and environmental review process. The project features about 280 miles of pipeline, several pumping plants and two water treatment plants.

When completed, the project will, for the first time, provide a long-term water supply to about 203,000 people in Navajo communities, as well as 1,300 people in the Jicarilla Apache Nation and about 47,000 people in the city of Gallup.

Construction will begin this summer, and water is expected to start flowing in two to three years — welcome news to hundreds of Navajo Nation households that now have to haul water.

The project is part of a water rights settlement that resolves a 25-year dispute over how much water the Navajo Nation should receive from the San Juan River.

“This construction contract award marks a major milestone for this high-priority infrastructure project as we work to implement the historic water rights settlement that will deliver clean drinking water to hundreds of thousands of people and offer certainty to water users across the West,” Salazar said. “In the short term, this project is expected to create hundreds of high-paying construction jobs; in the long term, the permanent water supply will vastly improve the quality of life and offer greater economic security for the Navajo Nation.”

The project, which eventually will deliver about 37,376 acre-feet of water annually from the San Juan River Basin, will also allow the city of Gallup to stop mining groundwater. Without the pipeline, the city’s future would be uncertain, city officials have said.

Today’s contract is for the first phase of the project, which will lay about 4 miles of pipeline about 8 miles north of Gallup in western New Mexico. Construction of future pipeline sections will be carried out by Reclamation, the city of Gallup, Navajo Nation and the Indian Health Service with some financial backing from Reclamation.

Interior estimates that 400 to 450 jobs will be created from the various contracts to be awarded within the first year; that will increase to 600 to 650 jobs at the peak of construction.

Hidroeléctrica Choloma, a hydropower developer, held rights to a potential small project on the slopes of the Santa Cruz Mountains in Guatemala. But the site came with a few problems that needed to be solved before the project could move forward.

The site had plenty of head, but the main stream of the nearby Coloma River had enough flow to accommodate a project able to produce only three or four megawatts.

McMillen, serving as project manager, and other team members decided to take advantage of several smaller streams flowing down the slopes about six kilometers west of the river. They came up with a design for a small dam with water intakes on each of the six streams, with all of the flow then collected in a six-kilometer-long collector pipeline. The combined flow was large enough that it allowed the project to expand to 9.7 megawatts.

The project team thought the pipe could send all of the collected water to a small reservoir and dam that would serve as the project’s headworks. Hydraulics of the intake and collector pipe locations dictated that the reservoir and dam be built at an elevation of 647 meters. But there was only one suitable location on the Choloma River that hit that mark. And the conditions there were less than ideal: no bedrock and lots of clay, sand and subsurface water.

The project team decided to look in another direction. On a nearby ridge, workers cleared a site, blasted away bedrock and constructed a large, steel water tank at an elevation of 647 meters. A 42-inch, 2,950-meter-long steel pipe was installed to carry the water to a powerhouse 460 meters below the tank.

The project was designed and constructed to meet international standards for green power. The project owner has applied for green certification to be able to sell output as sustainable energy.

They’ve come a long way, baby.

In 1900, women workers were just 18 percent of the labor market in the United States. Today that number is edging up to the 50 percent mark. According to the U.S. Department of Labor, Bureau of Labor Statistics, women now make up the majority of professional and service occupations. And, for the first time, women outnumbered men in finishing college and holding advanced degrees in 2011.

The Idaho Business Review recognizes women in business and annually applauds them, from public, private and charitable business sectors, giving credence to work ethic, innovation and balance. The IBR is proud to name the 50 Idaho Women of the Year for 2012 and honors these women and their commitment to excellence.

“This is the seventh year we have celebrated professional women for their achievements, as business leaders and community builders and for their forward thinking,” said Sean Evans, publisher and vice president of the Idaho Business Review.

This year, more than 180 nominations poured in from Moscow to Idaho Falls – 50 more than in 2011. Half finished the extensive application process and then were rated by past Women of the Year honorees. Each applicant was ranked on a scale of 1 – 5 (with 5 being the best) in four areas: professional achievements, leadership skills, community involvement and long-term goals.

McMillen is proud to have our Marketing Director, Marissa Emmons as a finalist.
